Toddlers - roughly one to three years. The plans say toddler rather than an age in months on purpose, because the same invitation suits a confident eighteen-month-old and a cautious two-and-a-half-year-old differently. Packs for babies and for preschool rooms are being written next.
Yes. Every plan names the Aistear themes it works through - Well-being, Identity and Belonging, Communicating, Exploring and Thinking - and sets out specific aims and goals written as things you can actually observe a child doing.
That is what they are built for. The five sections mirror the planning cycle a Tusla inspection asks you to evidence, and each plan ends with three ruled pages for reflections - date, room name and educator, then a block per child so each one gets their own note. A completed plan, with your reflections on it, is a record of the cycle rather than a blank template in a folder.
